Hello and Welcome
I like this layout. And no, not just because it is my favorite color (spring green), and not just because the theme is Hermione. I like this layout because it's so pretty. I like the effect that the sparkles have on the layout; I actually had it without the sparkles the first time, but I decided to add them. Yay for sparkles!
Warnings!
Believe it or not, this layout has some thing your have to know about it. First, the darker green is a set width. So if you have a really long page or a really short page and it doesn't fit the green, then you will have to change the height in the CSS style. It isn't that hard; just find "#divbody" and change the height.
Another thing is this - your navigation won't always end up nice an even with your body at the bottom. Just 'cause I made it all the same height doesn't mean you have to. Just a tip, actually.

I made a 60x60 avatar, a 80x80 avatar, and a banner for this one. Yeah, I know, not much. But here they are anyway.

How It Was Done
There was so many thing involved in this layout; the first thing was the logo picture. I saved a copy of the Hermione French poster for the new Harry Potter movie (#4). I then cut out the background, redid her hair, changed her shirt color, added some makeup, and then brightened her up a lot. The scene in the background is actually a photo taken by my grandmother of a lake at a park. Yeah, typical of me.
Anyway, the rest was kind of a snap - the hardest part was the coding. I also started out with a version of this that was way too huge, and I had to size it down by 10%, so yeah. Matching up problems there. But it turned out really nice.
